Ballot measures:

Initiatives

591 Yes. Keeps reasonable background checks. Criminals are prohibited from owning guns and it is illegal to sell to them. Enforcement of the current laws is the issue.

594 No. Gun show purchases are already subject to background checks as only members can buy and to become a member you need a background check. Not necessary and easy to abuse. Increased state spending $175-200 thousand, local ?

1351 No the measure does not provide funding, requires an increase of $4.7 billion, and doesn’t require the school districts to actually use the extra funds on smaller class size.

Advisory votes

6505 Maintain. Some voted against it perhaps because they are against marijuana being legal. I agree, but since it is let it pay for some of the problems it causes.

1287 Repealed This raises taxes and makes the tribes keep book for a rather small increase in state revenue.

McCleary decision

Washington judges may be removed in one of two ways:
  • Judges may be removed from office by joint resolution of the legislature, in which three fourths of the members of each house must concur.
The legislature makes law not the courts. Removing the justices would take a miracle. The Lord is a specialist in miracles.

Or, perhaps they could just defund the courts. The constitution requires 5 justices. The legislature has added more. They could reduce the number of justices as well. It would probably still take 2/3 majority in both houses to override the governor's veto.

Either of these means who is elected to the legislature is critical.

No bills are really dead

Any item can be attached to a budget bill. Also, by Rule 9 the majority can bring any bill to the floor for a vote. Technically non-budge bills are dead, but any bill can be "necessary to pass the budget" if they decide it is.
KEEP PRAYING

Prayer list

I am working on the bills still alive. Please remember that you cannot follow all of these individually. You need to get off your knees and call your legislators. Do call them on those that get out of committee as they will probably come to a vote. If your legislator is on the committee hearing the bill call them. You can just lay hands on your screen if you don't know which committees your legislator is on.

No New Hearings

Lots and lots of bills have passed, but no hearings have been set. I will try to sort it all out tomorrow. In addition 4 bills I was looking at bring up an error message. Says the administrator has been notified. Looks like he/she will have a busy tomorrow, I only follow a few bills so there are probably a lot more errors to fix than I found.

Wednesday, February 12, 2014

late night

Both houses are still in session. I will check later, but I am guessing that my report will appear in the morning. I hope there is good news.

Next cut off date

February 11, 2014Last day to read in committee reports from House fiscal committees and Senate Ways & Means and Transportation committees in house of origin.

Looks like the initiatives will go to the ballot. Support for Israel did not get supported and the amendments to require a supermajority to raise taxes failed.

2151 to Rules takeover of local trails

This bill puts all trails under state control. Easier to control, not in the best interest of the locals.

Abortion and medical bills

1448 and 2148 are in Healthcare. 2nd District folks make sure you call Randi Becker. 1448 allows distance telemedicine in Federal accepted centers - read Planned Parenthood and distribution of abortion pills, probably without an exam by a physician. NOOooooo. 2148 is the infamous insurance for abortion bill.
5156 is in Rules and needs to get out to allow notification of parents before an abortion.

Missing pieces

Each night each house posts the bills to be introduced the next day. The Senate didn't so, some information just isn't available. :(

telemedicine is back 1448

This bill allows reimbursement for telemedicine. Read talk onscreen and a little drawer opens to provide chemical abortion. No exam to see if ectopic. Bad idea. OPPOSE
Passed the house already.

2148 passed the House

This was not a surprise. It passed 54-44. That means with 6 more pro-life representatives, it wouldn't have. This is not impossible. Sooooo. Start looking for good candidates.
In the meantime, the bill still has to pass the Senate. Last year the concept was killed in committee. There is a way around that if there are enough votes on the floor and there are. Sooo. Pray that the coalition holds. It is possible to gain a republican majority in the Senate after the next election. If that happens, the 2 D.s in the coalition will lose power. Will one or more let the vote come to the floor for the promise of power in the D caucus next term. Much prayer required on this.

6449 Senate version of 2451

This bill will drop on Monday. It is the one forbidding sexual orientation counseling of minors. Nooooooooooooo!

Tuesday, January 21, 2014

2148 has a companion bill 6359

The bill will be introduced tomorrow and assigned a committee.

minimum wage

The state wants to raise the starting salaries by formula instead of letting market forces work. Private industry deals with it by moving the business, hiring fewer workers, not hiring entry level workers, etc. The government has to cut somewhere else. Too many examples to list. Need to follow the example the legislature was so pleased Boeing followed. No guaranteed pension, less raises than desired.
There are also bills that would provide a training wage, etc.
Pray for wisdom to actually provide jobs, not pay off contributors.
